Effect this measure will have on costs and revenues of state government.
The DOH would need to hire additional staff to review permit applications. Two additional engineering technicians in each district would need to be hired. This would equate to a total of 20 engineering technicians statewide. Thorough review is necessary to ensure the permit is issued in accordance with DOH safety standards.

Explanation of above estimates (including long-range effect):
The DOH anticipates the need for two additional engineering technicians per DOH district to ensure compliance with the 30-day time frame for review and subsequent approval or denial of the permit. The average salary of an engineering technician is a base salary of $65,000 plus payroll additives (total compensation) equating to $102,700 annually. The estimates above reflect an annual inflationary increase of 3%.
