Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to require counties to provide ambulance services at a ratio of one ambulance service for every 18,000 residents.
Based on 2024 population estimates from the U.S. Census Bureau, West Virginia has 1,793,736 residents. The proposed legislation establishes a service standard of one ambulance per 18,000 residents, which results in a calculated need of 99.652 ambulances, effectively 100 ambulances statewide.
According to current State EMS system data, West Virginia presently operates approximately 199 ambulances in daily service, which exceeds the proposed statutory minimum by nearly 99 ambulances.
Because the bill amends West Virginia Code §16‑4C to assign financial responsibility to county commissions and commissioners, and does not mandate the purchase of additional ambulances or expansion of fleet capacity, there is no direct fiscal impact to the State of West Virginia.
Any financial impact resulting from this legislation would be localized at the county level and dependent on how individual county commissions administer, fund, or contract for ambulance services under the amended statutory framework. The bill does not appropriate new state funds, create a new state program, or impose new state-level administrative costs.
