Explanation of above estimates (including long-range effect):
In the current fiscal year, it is estimated that a minimum of 200 staff hours will be needed to draft and file the authorized legislative rule.
In the implementation year and beyond, it is estimated that a minimum of an additional 1.0 FTE ($50,000 + 38% benefits) will be needed to handle Agriculture's responsibilities as outlined in the bill.
It is anticipated that the Department would incur costs for external services for administrative resolutions, including mediation and transcription services estimated at $1,000 per hearing. Total hearings per year are not estimable at this time.
Additionally, the Department would incur costs if seeking injunctive relief either with the Attorney General's office consultation / representation or outside counsel. As with administrative resolutions, it is unknown how many times injunctive relief may need to be sought annually, so total costs cannot be reasonably estimated at this time.
Likewise, revenue cannot be reasonably estimated at this time but likely would not cover the Department of Agriculture's total expenses.

19-40-5 (a) It is unknown whether or not all manufacturers would be able to comply with the requirements of the bill to provide 'any documentation, parts, and tools required for the diagnosis, maintenance, or repair of the of the equipment' without divulging trade secrets.
