Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. No increase in expenses are anticipated since the Commission is only tasked with developing a plan for submittal to the Joint Committee on Government and Finance.

The Commission contends that the West Virginia Bureau of Public Health (BPH) would be better suited to develop a plan to increase the number of water system operators since it governs the examination and classification of operators of public water systems (PWS) pursuant to its rules (64 CSR 4). The BPH has also considered ways to increase the number of water operators in West Virginia in the past.
