The bill authorizes municipalities to place signage on state roads within their municipal jurisdiction and boundaries. This note was compiled using known fabrication costs associated with producing signage in the DOH sign shop.

Explanation of above estimates (including long-range effect):


The Division’s signs are manufactured at the Central Sign Shop in Charleston. If the signs go on an expressway or the Turnpike, they are installed by the Division’s ESMC crew or the Turnpike crew respectively. Since the sizes of the signs vary widely, the prices are a variable cost. They are generally priced at $8.00 per square foot with add-ons over a certain width. A 15"x 36" sign would be $20.60 each while a 42"x 120" would be $252.50 each. Those prices include labor & materials costs to get the sign price. After that, the Division’s district would have some labor & materials (sign post(s) and hardware) costs for the installation. However, the number of signs to be placed is unknown at this time. The table above includes approximately 400 signs at a cost of $250/sign and 100 hours of labor at a rate of $30/hour.



Memorandum


The Division may be required to create and install signs at a municipality’s discretion and per its request on state roads within their municipal jurisdiction and boundaries. Such signs may include, but are not limited to, speed warning signs or radar-based signs that inform the driver of their speed.
