Explanation of above estimates (including long-range effect):
DOH would be responsible for fabricating signage and deploying the work zone speed
control system. Additionally, DOH is responsible for implementing the program in WV
work zones, as described in the bill. Based on similar legislation in Pennsylvania,
Illinois, and Arkansas, the DOH estimates the total annual expenditure to be
approximately $3M.
