Explanation of above estimates (including long-range effect):
The cost estimate for expanding the Learn and Earn internship program to the four-year institution was based on the existing Community and Technical College System program's FY2025 data. Costs vary depending on the type of internship; but an overall average student internship cost was determined based on total awarded and total student participants. The analysis compared undergraduate enrollment at community colleges versus four-year universities to determine a scaling ratio. The program is anticipated to operate below maximum capacity in the initial years, with participation gradually increasing as institutions develop employer partnerships. Based on the estimated funding level, approximately 190 internships would be supported. To control costs, the Council can cap the number of grants awarded within the fiscal year to align with available funding.
