Limited Video Lottery revenue is influenced by a range of factors, most notably broader economic conditions that affect discretionary spending. Inflationary pressures, including rising housing costs, food and gas prices, and increasing health care expenses—have the greatest impact on consumer spending and, in turn, lottery participation.
While limited video lottery revenue may benefit from the presence of advertising, the Lottery utilizes a conservative, disciplined forecasting methodology. As the entity responsible for providing Legislature with dependable and predictable revenue estimates upon which budgetary decisions are made, the Lottery cannot responsibly speculate or assign a specific revenue value to potential advertising effects. Given the number of external and economic variables involved, any attempt to forecast or attribute revenue impacts to advertising would be inherently uncertain and inconsistent with the Lottery’s obligation to furnish reliable and fiscally sound revenue estimates to the Legislature.

An alternative approach to this legislation would be to address any advertising modifications through legislative rule rather than statutory amendment, as existing law already provides sufficient authority for such regulation.
