Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to remove the Office of the Inspector General from the Department of Health, where it is for administrative purposes, and to clarify that the Office of the Inspector General has the ability to conduct performance audits, financial audits, evaluations, and attestation engagements of the Department of Human Services, the Department of Health, and the Department of Health Facilities and their independent contractors. The Office of the Inspector General anticipates that the additional roles and responsibilities that will be moved to the OIG from the Department of Health can be absorbed through a reallocation of vacant positions. It is anticipated that the two (2) FTEs located at the Office of Management Information Services (MIS) will be relocated onsite at the OIG. Additionally, the OIG currently has approximately 40 vacancies throughout the department. It is estimated that some of these vacancies can be filled and utilized to perform these additional functions. As such, this bill will not have an effect on the Department's revenues or expenses.
