Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to authorize public and private nonprofit transit providers, that serve our venerable senior and disabled populations, and receive transit vehicles through the Division of Public Transit to register these service vehicles and have “Public Transit Authority” license plates. Historically, DMV has issued these service providers TA license plates. After reviewing the statute, it was apparent that these providers were not eligible for a TA plate. This bill corrects that problem. The Division estimates there are 250 affected vehicles with an annual registration renewal of $51.50 per vehicle for a total revenue reduction of $12,875 (250 x $51.5). The nonprofit transit providers in the bill receive assistance from the Division of Public Transit, (a Department of Transportation agency). This assistance includes the payment of the registration fees. Therefore, while the Division will show a loss of revenue as stated above, the Division of Public Transit will save an equal amount.

Memorandum


The current demand for technical expertise and support on the Division exceeds our current resource level. This bill will require additional technical expertise and support. Therefore, the Division needs to add an Information Systems Manager 1 position at an estimated annual cost of $79,500 (Salary and Benefits) and a Programmer Analyst 3 position at an estimated annual cost of $75,000 (Salary and Benefits).
