Effect this measure will have on costs and revenues of state government.
There is no estimated cost to the State for the proposed legislation for the 2020-2021 school year. To the extent that county boards of education choose to post for the new Aide V and Aide VI categories during the 2020-2021 year, the cost would be paid with local funds. Beginning with the 2021-2022 year, there could be a cost to the State, but there is insufficient data available to determine that cost. If county boards of education choose to post for Aide V and Aide VI positions, it would theoretically increase the county's average state funded salary for service personnel under Step 2 of the Public School Support Plan and could therefore result in some additional Step 2 funding for county boards of education. However, if the Aide V and Aide VI positions added by county boards of education are positions over formula, the impact on a county's average state funded salary and Step 2 funding would be anticipated to be minimal. Based on the FY 21 preliminary state aid funding calculations, 51 of the 55 county boards of education are over formula for service personnel. To the extent that a county board of education would use an Aide V or Aide VI position to replace a lower-level aide position, the impact on the county's average state-funded service personnel salary and Step 2 funding would be greater.
