This bill will increase costs by creating an intermediate appellate court with two geographical districts: Northern District (seated in Clarksburg) and Southern District (seated in Beckley). Each district will consist of a panel of three judges.

Increase in personal services for judges and staff in intermediate appellate court. Asset costs in first year reflect start-up costs such as technology, furniture, and equipment. Current expenses are on-going costs of operating intermediate appellate court.
