Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to provide a $1,000 pay increase for full time adult protective service workers (APS). The Department estimates the fiscal impact of this legislation to be $62,355 ($36,166 state dollars). Although the bill indicates an additional $1,000 shall be paid annually, the Department assumed this was a one-time base building salary increase.

Explanation of above estimates (including long-range effect):


As of January 2020 the Department had 53 APS filled positions (49 APS Workers + 4 APS Worker Trainees). The estimated cost is $62,355, $53,000 salary (53*$1,000), $5,300 for PERS ($53,000*10%) and $4,055 for SS ($53,000*7.65%).



Memorandum


The bill does not include supervisors or Social Service workers acting as adult service workers who may interact with similar population of clients.
