Effect this measure will have on costs and revenues of state government.


HB2342 creates a bonding requirement to reclaim abandoned wind and solar facilities. The implementation of this bill will require WV DEP to incur additional personnel costs to complete the responsibilities of the bonding requirement. Deposits of penalties and interest income are not expected to be at a self sustaining level of several years, therefore the personnel costs will be incurred on existing WV DEP accounts until the Wind and Solar Decommissioning Account is at a sustainable level.

Explanation of above estimates (including long-range effect):


Upon implementation of HB2342, WV DEP will need to hire one additional employee in the Division of Solid Waste to review decommissioning plans, determine bonding requirements, and maintain data related to bonded facilities. The salary of the employee is expected to be approximately $40,000 plus an estimated 34% taxes and benefits. WV DEP is not expected to receive any revenue from penalties and interest for several years.
