The West Virginia Department of Education is unable to provide a cost estimate for the proposed legislation. The Department does not have the expertise to determine the fiscal impact of allowing former county board of education employees to transfer accrued personal leave as sick leave when subsequently employed by a state agency. The Consolidated Public Retirement Board (CPRB) and the Public Employees Insurance Agency (PEIA) should have the expertise to provide the fiscal implications of the proposed legislation.
