Effect this measure will have on costs and revenues of state government.
Senate Bill 335, if enacted, would make Promise scholarships available to students who wish to pursue a vocational certificate or degree in a community and technical college education program.
The total annual cost is estimated to be about $3.4 million.

Explanation of above estimates (including long-range effect):
The estimated cost includes Promise funding provided to students enrolling in certificate or associate degree programs at public state community colleges under the proposed qualifying criteria and administrative costs.
The total number of students to receive funding include:
- Students who meet the two proposed qualifying criteria:
Have ACT composite score of 18 or higher (or SAT composite score of 970 or
higher). SAT score of 970 is considered to be the equivalent of ACT composite
score of 18.
Have high school GPA of 2.5 or higher.
- Additionally, 10% of the students who in 2019-2020 met one of the two criteria
are included in the estimated total number of participants. For those students,
information was available for one of the qualifying criteria but not the other.
- Students were high school/home school graduates for 2018 or 2019 and enrolled in
2019-2020 academic year as first-time freshmen at a community and technical
college.
- Students who were West Virginia residents.
- Students pursuing a certificate or an associate degree.
- Students enrolling part-time or full-time.
- Students currently receiving Promise are excluded from the total estimate.
- First year to second year retention rate is estimated at 60%. This estimate was
based on historic fall-to-fall retention of students enrolling in community and
technical colleges and meeting the qualifying criteria.
- The administrative cost is estimated at $20,000 per 1,000 students receiving the
funding.
- The average award is estimated at the average tuition cost for community and
technical college for 2019-2020 academic year ($4,118).
