Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. Senate Bill 474 would authorize an exemption from the West Virginia Division of Purchasing for the West Virginia Division of Highways (DOH). DOH current monthly fee paid to the Department of Administration for purchasing oversight would remain in the State Road Fund and could be used in the DOH for road maintenance and construction.

Explanation of above estimates (including long-range effect):


Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. DOH currently pays a monthly fee of $25,000 to the Department of Administration for Purchasing or $300,000 per year. Passing SB474 would eliminate the expense. DOH would likely need to hire additional staff for DOH Procurement Section to oversee purchasing functions for the Agency.

It is difficult to quantify the total savings to the Agency. The true cost savings will be gained through increased efficiency, which is challenging to measure. While a specific dollar amount is unclear, the possible savings to the Agency would be tremendous.
