Effect this measure will have on costs and revenues of state government.
There would be no revenue impact on the West Virginia Secondary School Activities Commission. I believe the main impact will be on the public schools who may have to hire more coaches or purchase more equipment. This will be especially true in sports that do not have limits on the number of participants.
Coaching salaries vary among sports and counties. Equipment cost for sports is different. Football is much higher than Cross Country.
Additional cost may be incurred in transportation.
