Effect this measure will have on costs and revenues of state government.


This legislation provides for a 50% discount on all fees at state parks, for honorably discharged WV resident veterans. In FY2019, the year before the pandemic, WV residents made up 63% of the total number of visitors to West Virginia’s State Parks. According to the WV Department of Veterans Assistance, there are roughly 148,000 veterans in WV – which is approximately 12.5 percent of the population of WV. In FY2019, West Virginia State Parks generated revenues totaling $23,585,927.90. Assuming 63% of the total revenues collected were WV residents, the amount would be 23,585,927.90 x .63 equals $14,859,134.58. 12.5% of the WV resident generated revenues of $14,859,134.58, attributed to West Virginian veterans equals $1,857,391.82. A 50% discount of revenues attributed to West Virginia veterans would be $928,695.91, based on the current occupancy. However, a year-round 50% discount on all fees and charges in West Virginia State Parks to all West Virginia veterans would likely become so popular that it could even displace other park users. The popularity could grow so that all current park users are displaced. West Virginia State Parks revenues FY2019 were $23,585,927.90. Assuming all WV resident visitors would be displaced by veterans with a discount of 50%, the amount would equal $11,792,963.95, which represents a potential loss of $11,792,963.95. The actual annual loss would be between $928,695.91 and $11,792,963.95, depending on the popularity of the program.
