Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. HB3269 would require DEP to assume all costs necessary for certification by a registered professional engineer and permit a privately owned dam before the secretary could recover costs for repair or remediation from the owner. This bill requires that certification costs be paid from the Dam Safety Rehabilitation Revolving Fund. This fund is currently inactive and has no revenue, or source of revenue, to cover the costs intended by this bill.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. As stated above, the Dame Safety Rehabilitation Revolving Fund currently has a $0 balance and is inactive. The bill requires certification costs to be paid from this fund, which is not possible due to no current or expected future funding.
