SB464 requires DEP to promulgate rules and establish a comprehensive program for the regulation and management of source separated organic material waste. DEP would be required to hire personnel to oversee the compliance, permitting, fee collection, and possibly the training for this program. Other operating costs would be involved as well. At this time DEP does not know the number of organic composting facilities that would require permitting, therefore we cannot provide a reasonable estimate of annual revenue.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years.
DEP anticipates hiring one person at the inception of this new program. One employee hired at $40,000 plus 34% taxes and benefits is $53,600 per year. Current expenses include travel, office rent, telecommunications, and other operating expenses. Equipment includes a new computer and related appurtenances.
