HB2720 will establish a new West Virginia Department of Transportation (DOT) merit system of personnel administration which will increase efficiencies in the hiring, retention, promotion of DOT employees. With passage of HB2720, DOT will save in Fiscal Year (FY) 2022, an estimated $1,253,383 because DOT will eliminate the payment for services to DOP.

The estimate is an average of costs in FY19 and FY20. The DOT paid DOP $1,259,526.25 and $1,247,190.00 in FY20. With passage of HB2720, DOT will save in Fiscal Year (FY) 2022, an estimated $1,253.383 because DOT will eliminate the payment for services to DOP.
