Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. HB2720 will establish a new West Virginia Department of Transportation (DOT) merit system of personnel administration which will increase efficiencies in the hiring, retention, promotion of DOT employees. With passage of HB2720, DOT will save in Fiscal Year (FY) 2022, an estimated $1,253,383 because DOT will eliminate the payment for services to DOP.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. The estimate is an average of costs in FY19 and FY20. The DOT paid DOP $1,259,526.25 and $1,247,190.00 in FY20. With passage of HB2720, DOT will save in Fiscal Year (FY) 2022, an estimated $1,253.383 because DOT will eliminate the payment for services to DOP.
