Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to establish a license application process for needle exchange programs.
The bill sets forth the requirements for the application and program criteria for approval.
The bill includes an appeal process, reporting requirements, immunity for businesses that have needle litter, and provides for civil penalties, criminal penalties, and injunctive relief.
The estimated cost of this legislation to the Department's Office of Inspector General (OIG), Office of Health Facility Licensure and Certification (OHFLAC) is $175,322 in FY 2022, and $169,922 upon full implementation.

Explanation of above estimates (including long-range effect):
It is anticipated that Office of Health Facility Licensure & Certification (OHFLAC) will need to hire one Health Facility Nurse Surveyor I at $55,173 (DHHR average salary $40,869 and estimated fringe benefits $14,304), one Health and Human Resources Associate at $46,201 (DHHR average salary $34,223 and estimated fringe benefits $11,978), and one Office Assistant III at $43,602 (DHHR average salary $32,298 and estimated fringe benefits $11,304). Current expense is estimated at $24,946 which includes rent, utilities, office supplies, travel, training, surveyor vehicle, etc. There is a one-time cost of $5,400 for the purchase of computer equipment.
