SB 141 will not have any impact on the costs and revenues of state government. SB 141 simply amends W. Va. Code 29-22A-10b to remove the requirement that a racetrack that offers thoroughbred racing had to have participated in the West Virginia thoroughbred development fund since on or before January 1, 1999 for the counties and municipalities to receive and split equally the 2+% of net terminal income provided for by W. Va. Code 29-22-10(c)(3).
