Explanation of above estimates (including long-range effect):
After examining the requirements of the proposed legislation, the State Auditor’s Office believes that the costs which would be incurred to facilitate the development of the State Central Legal Advertising Website would amount to approximately $15,000. At this time, we anticipate these costs would be a one-time occurrence to develop the Website and thereafter, the regular maintenance of the Website would be conducted by State Auditor’s Office employees as a part of their routine job duties. Accordingly, no additional ongoing costs would be anticipated until such time as the Website required significant upgrades outside the scope of normal day-to-day operations.
Memorandum
The State Auditor’s Office has no available and identifiable financial data which would allow quantification of potential savings of the amount of legal advertising fees which are currently set out in Chapter 59, Article 3, Section 3 of the West Virginia Code under the assumption the proposed Bill were enacted. However, it is reasonable to assume enactment of the Bill would result in a reduction in legal advertising costs.
