Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. There is no additional cost to the State for this proposed legislation since the allowances under the Public School Support Plan (PSSP) are not being increased. The estimated annual cost to the county boards of education for the proposed legislation is $0 since no additional nurses are estimated to be needed to comply with the proposed legislation. However, if a county were to need additional nurses in the future to meet the requirements of this proposed legislation, that cost would be borne fully by the county board of education.

Explanation of above estimates (including long-range effect):


Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. To determine the estimated cost of the proposed legislation, the number of nurses required to meet the 1500:1 student enrollment per nurse ratio for students in grades PreK-12 was determined on a county level basis. The required number of nurses per county was compared to the actual number of nurses currently employed by each county per the 2021-22 Certified List of Personnel. No additional nurses would be needed statewide to comply with the proposed legislation as all county boards of education currently meet a 1500:1 school nurse to pupil ratio. There is no additional cost to the State or the county boards of education.



Memorandum


Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form. Currently, WV Code 18-5-22 states that each county board shall employ at least one school nurse for every 1,500 students in grades K-7. The proposed legislation changes this requirement to include PreK-12 and does not have a fiscal impact on the State or the county boards of education. WVDE does not have the data available to determine whether or not an LPN is working under the supervision of a registered nurse. This could potentially impact the cost estimate provided.
