Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to increase minimum salaries for Bureau for Child Support Enforcement attorneys from $45,000 to $75,000 per year. This bill will increase costs for Personal Services and the associated Employee Benefits for the Bureau for Child Support Enforcement. The Department estimates fiscal impact related to this legislation would be $759,498 (of which $258,229 is state funding).

Explanation of above estimates (including long-range effect):


The above estimate is based on the proposed legislation being effective on July 1, 2022. There are currently 41 attorneys in the Department's Bureau for Child Support Enforcement. There are different attorney classifications with different requirements in the Bureau for Child Support Enforcement (HHR Deputy with law degree requirement - PG 24, Attorney Supervisor - PG 24, Attorney 3 - PG 22, Child Advocate Attorney - PG 21 classifications). This increase would bring them all to the same salary. Forty of the positions would receive increases to attain the $75,000 minimum. Personal Services would be increased by $645,557 annually and associated Employee Benefits would be increased by $113,941. This is a total increase of $759,498. No other expenditures are anticipated. The above estimate does not include an additional increase above $75,000 for the Attorney 3 and Attorney Supervisor classification. Additional increases would be necessary to prevent pay compression in these classifications.
