The total estimated cost to the State under the Public School Support Plan (PSSP) for removing the penalty for a county's failure to meet the applicable minimum PI ratio if it is due to the staffing levels at the MCVC is $19,945.

Explanation of above estimates (including long-range effect):


Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. The total estimated cost to the State under the Public School Support Plan (PSSP) for the proposed legislation is $19,945. The proposed legislation removes the PI penalty if the county fails to meet the applicable PI ratio due to the staffing levels at the MCVC. For fiscal year 2023, only one county board of education (Calhoun) is impacted by the proposed legislation. The county currently has a PI penalty of .31 postion that is eliminated under the proposed legislation. The total estimated cost under the PSSP by step is as follows: Step 1 - Allowance for Professional Personnel $ 15,024 Step 3 - Allowance for Fixed Charges $ 1,245 Step 6b - Allowance for Professional Substitutes $ 372 Retirement $ 1,144 PEIA $ 2,160 Total $ 19,945

There are 7 counties that are the fiscal agent for an MCVC. The proposed legislation would only impact 1 of these 7 counties for the FY23 year. If, at any time in the future, the legislation were to impact more counties with MCVCs the cost to the state would increase accordingly.
