Explanation of above estimates (including long-range effect):


Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. Typical nutrition and exercise programs meeting the requirements as set forth in this bill have a per student cost that is dependent upon the number of students enrolled. On average the cost is $15.48 per student. These estimates reflect the maximum funding needed if all students currently enrolled in a public school in West Virginia participate (250,899 students as of October 2021 enrollment data) in an optional physical fitness program funded with a grant from the Nutrition and Exercise Education Fund as defined in the bill. Since the grants are competitive, awards would be limited to the funds available in the Nutrition and Exercise Education Fund.



Memorandum


Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form. Line 28 of the bill mentions the Healthy Lifestyle Council - an entity that has not exsisted for around 10 years. The bill is unclear if schools using an alternative program would exempt schools from collecting the information required by the current statewide fitness assessment. The current assessment results are reported for students in Grades 4 through 8 and for the required physical education course in high school. The statewide fitness assessment provides longitudinal data for schools and counties.
