Effect this measure will have on costs and revenues of state government.


The stated purpose of this bill is to repeal W.Va. Code ยง11-21-12h. According to our interpretation, this bill would eliminate the repeal the decreasing modification for tolls for travel on West Virginia toll roads paid electronically through Parkway Authority Commuter Cards. According to Tax Year 2020 and amended return data, $247 was not collected in Personal Income Tax revenue due to the decreasing modification for tolls paid to the Parkway Authority. The loss of tax revenue due to this modification is reimbursed by the Parkway Authority and deposited into the General Revenue Fund. Passage of this bill would have no effect on the General Revenue Fund in FY2024 and subsequent fiscal years. There are no additional administrative costs incurred by the State Tax Department.

Explanation of above estimates (including long-range effect):


According to our interpretation, this bill would eliminate the repeal the decreasing modification for tolls for travel on West Virginia toll roads paid electronically through Parkway Authority Commuter Cards.
