Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


This measure will cost up to $200,000 per participating public charter school. For the 2022-2023 school year, only one of the five schools that successfully applied in 2021 will be eligible, since only schools without education service providers (as described in the measure) are eligible. The cost for this school is up to $200,000. The limit of schools is 10 until July 1, 2023. Virtual public charter schools and the Mountaineer Challenge Academy (if converted to a public charter school) do not count against the limit. The limit of virtual public charter schools is two, and two have been authorized. Estimating the same ratio of 1/3 of non-virtual-school applicants being eligible under this measure, there will be two or three additional public charter schools that are eligible. Therefore the cost of this measure for applicants in the 2022 and 2023 application cycles will be up to $600,000. Beginning July 1, 2023, and every 3 years thereafter, an additional 10 public charter schools may be authorized. Estimating the same ratio, an additional three public charter schools would be eligible every three years (up to $600,000 every three years, averaged as up to $200,000 per year).

Explanation of above estimates (including long-range effect):


As described above: Cost for the successful 2021 applicant is up to $200,000. Re 2022 and 2023 applicants, cost total is up to $600,000 based on estimates (fiscal year depends on timing of funding application). 2024- cost averages up to $200,000 per year based on estimates.

As stated above: An applicant for funding has more than one fiscal year in which to apply. Estimates of the number of eligible applicants for funding could be incorrect.
