The estimated cumulative cost to the State under the Public School Support Program (PSSP) for the proposed legislation is $193,862. There is an additional cost to be borne by county boards of education of $80,338 for a total cost of $274,200 for the proposed legislation.

Explanation of above estimates (including long-range effect):


The total estimated cost for the proposed legislation is $274,200. This is broken down to a cost of $193,862 to the state and $80,338 to the county boards of education. Based on a survey of the county boards of education, there are 914 special education facilities statewide which would meet the definition of "all restrooms attached to the self-contained classroom as well as restrooms not attached to the self-contained classroom used primarily by students in the self-contained classroom. All areas in the self-contained classroom where a student changes his or her clothes, including, without limitation, a room attached to the self-contained classroom and used for other purposes." The estimated cost per audio recording device that meets the requirements of the proposed legislation is $300. This cost estimate includes the cost for one single rack-mounted unit that provides for USB and SD card storage. The actual cost will vary per special education facility based on the quality of the devices purchased, the location of the facility, and other applicable factors. 914 special education facilities at an estimated cost of $300 to meet the requirements of the proposed legislation equates to an estimated cost of $274,200. Due to the nature of the expenditure, a portion of the expenditure will be reimbursed to county boards of education through Step 6a of the funding formula. Step 6a is a reimbursement type funding calculation in the funding formula that considers actual expenditures incurred and reimburses at an approximate rate of 71.25% statewide. There is a two year lag between expenditures incurred and funding received through Step 6a; therefore, county boards of education would pay for the cost of audio devices in fiscal year 2023 and receive funding in fiscal year 2025. Based on this information, it is estimated that $193,862 of the expense will be reimbursed through the PSSP and $80,338 will be a cost to counties.
