Effect this measure will have on costs and revenues of state government.
HB 4759 would establish a new Legislative Commission on Energy Storage Resources. Membership of the newly formed Commission would comprise several members of the Legislature, representatives from the West Virginia Public Service Commission, industry representatives, and consumer representatives, among others. In total, if implemented today, the bill would create a Commission whose membership comprises 14 individuals--8 state employees and 6 non-state employees.
The proposed bill stipulates that members of the commission who are not otherwise state employees will be entitled to compensation equal to that which is paid to the Legislature for interims, and further, all members of the Commission are eligible for the same expense reimbursement as the Legislature for interims. These costs breakdown accordingly:
Compensation: $150/day
Per Diem (Overnight Stay): $131/day
Per Diem (No Overnight): $55/day
Mileage: $0.585/mile
Per the language of the bill, the Commission would be required to meet at least twice per year at a place and time to be decided by the chairperson chosen from among the Commission's membership.
Therefore, implementation of this bill would create a new expense for the State related to the paid compensation and expense reimbursements for Commission members who attend the Commission's two meetings each year.

Explanation of above estimates (including long-range effect):
The estimates above should be read as a range for the maximum costs associated with the establishment of this Commission, as proposed in HB 4759. Since the bill's text stipulates that only those Commission members "not otherwise employed by the state" are to receive compensation, personal services costs are limited to the 6 Commission members who are not state employees, and thus, would receive $150 for each of the two Commission meetings they attend: ((150x2)x6)=$1,800
"Other" costs comprise the estimated maximums for expense reimbursement for the 14-member Commission. The lower maximum of $3,178 assumes that all 14 members of the Commission attend both Commission meetings but do not stay overnight. Therefore, they would each be entitled to the $55 per diem amount (or $110 for the two Commission meetings in total). This estimate also assumes an average round trip mileage for each member of the Commission of 100 miles, meaning each member would also be entitled to a mileage reimbursement of $117. Therefore the calculation for this lower maximum is:
(($55x2)+($117)x14)=$3,178
The estimate for the "Other" costs upper maximum follows the same general formula, but instead assumes that each of the 14 Commission members attend both Commission meetings but elect to stay overnight for each meeting. This new assumption would mean that each member is now entitled to the $131 per diem ($262 total for both meetings). Thus, the calculation is:
(($131x2)+($117)x14)=$5,306
It should be reiterated that these estimates comprise the range of maximum costs for the proposed Commission. A number of factors could lead to much lower realized costs for the Commission, such as member absences or virtual meeting attendance, if authorized by the Commission.
