Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. This note is submitted on behalf of the Department of Administration. It is our understanding that the Department of Highways is responding separately to the costs related to this bill. A fixed asset report generated by the State's accounting system, OASIS, yielded 3,238 state owned buildings throughout West Virginia. These include parks, jails, and colleges. Buildings related to the Department of Transportation were not included. This bill requires a sharps container in one male and one female bathroom per building. This would provide for a total of 6,476 sharps containers. Current janitorial staff is not certified or trained to dispose of medical waste. Therefore, the estimate includes sanitized monthly replacement containers and mailable packets for disposal of used containers. Pricing for these services ranged from $40 to $80 per month. For this analysis, an average cost of $60 ($720 per year) was multiplied by 6,476 containers, which yields a cost of $4,662,720 per year for all buildings.

For this analysis, an average cost of $60 ($720 per year) was multiplied by 6,476 containers, which yields a cost of $4,662,720 per year for all buildings.The $4.6 million would be an ongoing yearly expense.
