Effect this measure will have on costs and revenues of state government.


We are unable to determine the State cost under the proposed legislation since we are unable to predict how many students will request a supplmental school year. Allowing students to voluntarily stay in school for a supplemental school year would increase the cost to the State under the Public School Support Plan (PSSP) since those students would be included in net enrollment for state aid funding purposes. Allowing the students an additional year of athletic eligibility would have no cost to the State under the PSSP since state aid funding is not provided for athletics. To the extent that allowing the additional year of eligibility would have a minimal cost impact, that cost impact, if any, would be borne directly by the county boards of education.

Explanation of above estimates (including long-range effect):


We are unable to determine the State cost under the proposed legislation since we are unable to predict how many students will request a supplmental school year. Allowing students to voluntarily stay in school for a supplemental school year would increase the cost to the State under the Public School Support Plan (PSSP) since those students would be included in net enrollment for state aid funding purposes for the FY24 state aid calculations. For each student who is permitted a supplemental school year, the estimated cost to the State would be $4,524.84 per pupil based on the FY22 average net state aid per pupil. The actual cost per pupil for FY24 would vary by county based on the detailed PSSP calculations for that year. In addition, if students taking a supplemental school year would cause any county boards of education to have an increase in enrollment for FY23 as compared to FY22, the county boards of education with an increase would receive increased enrollment funding for FY23 at the estimated rate of $4,524.84 per pupil enrolled above the county's FY22 enrollment counts. Allowing the students an additional year of athletic eligibility would have no cost to the State under the PSSP since state aid funding is not provided for athletics. To the extent that allowing the additional year of eligibility would have a minimal cost impact, that cost impact, if any, would be borne directly by the county boards of education.



Memorandum


Although the listed purpose of the proposed legislation states that the supplemental year is to allow students impacted by COVID-19 to complete high school, the proposed statutory language itself does not limit the supplemental year to only high school students and would, therefore, be allowed for students in any grade.
