Effect this measure will have on costs and revenues of state government.
This bill does not currently address grades k-12. Instead the language now requires public colleges and universities allow for the free expression of student journalists in school sponsored media; providing a framework and parameters for free expression; allowing for civil actions in the event that a student journalist’s rights are violated; and specifying the judicial relief available in an appeal. Therefore, this Fiscal Note should be completed by Higher Education.
