Effect this measure will have on costs and revenues of state government.


HB2409 requires DEP to promulgate rules and establish a comprehensive program for the regulation and management of source separated organic material waste. DEP would be required to hire personnel to oversee the compliance, permitting, fee collection, and possibly the training for this program. Other operating costs would be involved as well. At this time DEP does not know the number of organic composting facilities that would require permitting, therefore we cannot provide a reasonable estimate of annual revenues.

Explanation of above estimates (including long-range effect):


DEP anticipates hiring one person at the inception of this new program. One employee hired at $40,000 plust 34% taxes and benefits is $53,600 per year. Current expenses include travel, office rent, telecommunications, and other operating expenses. Assets includes a new computer and related appurtenances.



Memorandum


Curbside pickup of composting material should not be mandated by DEP, but should be established at a municipal or county level through the solid waste management plans created by county and regional solid waste authorities. The authorities should work with their local haulers and communities to establish a pickup program that's conducive to their geographical area, population base, and economic viability.
