The PSC would have to hire outside experts to make recommendations regarding environmental impacts of resource options per proposed 24-2-1r(a)(5) and (c)(2). Additionally, the bill broadens the categories of cost that may be securitized. The PSC would have to hire outside experts in securitization.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. If the PSC has to hire consultants/expert witnesses, the PSC estimates those costs to be $300,000 per case.
