This measure will have some impact on costs and revenues of state government. The WVDA would need a FTE to conduct inspections and revenue from permits will not be sufficient to cover the costs of implementation. A highly trained individual would need to conduct the field inspections.

Explanation of above estimates (including long-range effect):
The estimated costs for this program include the addition of a FTE to perform inspections of the locations. An additional $4,000 is estimated for training and the related travel. The estimated revenues are based on fees associated with obtaining a permit. This is estimated that 3 applications would be submitted at $100 per application. There are not any other significant revenue streams in the legislation.
Memorandum
Title 61 Series 39 Seed Certification Program currently includes most of this legislation. Section 15 has Standards for Handling Experimental Lines which WVDA believes would cover this legislation.
