Effect this measure will have on costs and revenues of state government.
This legislation does not have any fiscal impact on the WVDE. All costs associated with increasing the percentage of local foods required to be purchased will be incurred at the County level. Product level expenditures are not available at the State level; therefore, an accurate estimate is difficult to calculate. To provide lawmakers with as much information as possible regarding the potential impact of this legislation, the WVDE reviewed the total food expenditures by public schools only, and roughly estimated the total amount that may be available by local producers, and believes that WV public schools would spend approximately $15M.
Currently, state-funded institution participation in the West Virginia Fresh Food Act is monitored and tracked by the WV Department of Agriculture (WVDA); therefore, WVDA would have to determine if they would have increased costs at the State level associated with increasing the percentage of local foods required to be purchased by government institutions.
