The proposed bill establishes Dual Enrollment Pilot Program to provide funding for secondary school students to take college courses while in high school. The annual cost of the Dual Enrollment Pilot Program is estimated at $5.8 million.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. The estimated cost is based on the following considerations and assumptions: - The average annual number of high school students enrolling in public higher education institution in West Virginia over the last 3 academic years. - The average number of courses taken per academic year (2.5 courses per student per year). - Courses are three credit hours Future costs will be determined after the pilot program is executed but should be in the same range as provided.
