Explanation of above estimates (including long-range effect):


There is no additional cost to the State under the Public School Support Plan (PSSP) as a result of this proposed legislation since funding for service personnel substitutes within Step 6c of the state aid funding formula (WVC ยง18-9A-9(3)) is not being adjusted. However, as additional substitutes become available due to this proposed legislation, county boards of education will likely see increased substitute costs as they begin utilizing retired substitutes beyond the current limit of 140 days. Such an increase in costs would be fully borne by the county boards of education. The county boards of education were surveyed to collect data pertaining to retired bus operators to determine the number of substitutes anticipated to reach the 140-day limit. Statewide, it was determined there are approximately 120 retired bus operators currently working as substitutes in the county boards of education that will meet the 140 days worked limitation.

The West Virginia Department of Education (WVDE) believes the greatest fiscal impact of the proposed legislation will be seen by the Consolidated Public Retirement Board (CPRB).
