Memorandum
Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form.
The proposed legislation provides for the creation of a management information system for performance metrics that will complement the upcoming anticipated federal performance standards. The West Virginia Division of Highways (DOH) has already implemented this Federal Program with the approval of DOH Transportation Asset Management Plan (TAMP). DOH has also established a "Performance Management Division in Central Headquarters and "Data Management Units" within each of our ten (10) Districts. DOH has also greatly expanded our "core" maintenance annual reviews.
