Explanation of above estimates (including long-range effect):


Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. A new appropriation would be required from the enactment of this legislation. Within West Virginia, Veterans over the age of 65 are the largest percentage of our Veteran population. At this time, it is estimated there are 47,669 veterans age 65 and older. The legislation proposes a $150.00 monthly payment to each of these eligible veterans, which could be as much as $7.1M per month. Additionally, the Department would incur costs of administering the program which would include additional staff time. Without additional information on the administration of the program, no further costs can be estimated at this time.
