Explanation of above estimates (including long-range effect):
With implementation beginning 2025, increasing constitutional officers' salaries (minus Governor) by $2,000 per month for housing allowance will create an additional $10,000 per month/$120,000 annual expense to the state, plus associated increases in benefits, which may vary between the constitutional offices.
Memorandum
The bill does not contemplate a constitutional officer who already resides at the seat of state government. If the intent is to provide housing allowance for those who do not reside at the seat of government, clarity is needed.
