Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. No impact as this agency is a Chapter 30 Board and §30-7-4.b. All fees and other moneys collected by the board pursuant to the provisions of this article shall be kept in a separate fund and expended solely for the purpose of this article. No part of this special fund shall revert to the General Funds of this state. The compensation provided by this article and all expenses incurred under this article shall be paid from this special fund. No compensation or expense incurred under this article shall be a charge against the General Funds of this state.

Explanation of above estimates (including long-range effect):


Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. NOTE: WV enacted and implemented the Nurse Licensure Comact on January 19, 2018, with 28 other states across the nation. The Compact has expanded to 39 states/territories across the nation. Registered nurses in the other states/territories are longer required to endorse into our state but may work on their multi-state license issued by their primary state of residence. As of January 20, 2023, there are 7 APRNs and 1 RN who have obtained a telehealth registration with our agency. We do not expect this to increase as more states are joining the Compact each year which negates the need for this registration. However, the APRN numbers may increase slightly (have increased by 2 since the inception of the program) since the Compact does not apply to their registration. 1.During the 2022 Legislative Session, the agency was given the authority to change the RN renewal from annual to biennial. The RNs renewed their license on October 31, 2022 and will not renew their license until 2024. The full implementation (2024) of the rule for the RN renewal was calculated at $60.00 2. During the 2022 Legislative Session, the agency was directed in §30-7-7.d. By virtue of being a licensed advanced practice registered nurse that person is also licensed as a registered professional nurse. The board may not charge an additional fee for registered professional nurse license. The APRNs will renew by June 30, 2023 which impacts the following: a. The RN and APRN license will renew simultaneously b. The fee was calculated at the proposed $60.00 and no additional fee will be added to this fee for an RN license. c. The full implementation column (2024) removed the RN/APRN renewal since these individuals will not renew until 2025. 3.The National Licensure Compact was implemented January 1, 2023 in Ohio. There are 3,500 RNs with a WV license which will not be renewed in 2024 so these were removed in the full implementation (2024) column. 4. The allocation of the $90.00 is divided for each group to $60.00 for the 8520 Registered professional nurses and $30.00 for the Nurse Health Programs. 5. The Governor's workforce expansion plan added 28 RN pre-licensure nursing education programs and 1,057 additional student seats. We anticipate these programs will provide approximately 600 additional new RNs annually in the state of WV.



Memorandum


Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form. After a review of the new cycle of renewals, our agency would like to move forward with the renewal date of June 30 biennially on the even years for RNs. This will permit the data analytics to be consistent with the state fiscal year and provide more consistent revenues in the same manner as previous years. If it remains October 30 date, both of the fees will occur in the same fiscal year and there will be no renewal revenues in every other fiscal year.
