Effect this measure will have on costs and revenues of state government.


Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. The Department of Administration's agencies and Office of the Cabinet Secretary do not have access to the information required to produce the requested fiscal note. The agency believes that information that would be needed to estimate costs would include, but is not limited to: 1) The projected annual leave balances for all state employees at the end of each calendar year; 2) The salaries of every state employee; 3) The estimated number of employees who would choose a lump sum payment as opposed to unlimited accrual; and, 4) The estimated retirement dates and accrued annual leave balance for every state employee to determine the post-employment benefit costs associated with unlimited annual leave balances. It is recommended that a fiscal note be requested from the State Auditor's Office.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. The Department of Administration is not the appropriate department to complete this fiscal note. Please reassign it to the appropriate agency or department.

Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form. The only special issue identified is that agencies not under the purview of the Division of Personnel may have leave carryover schedules that do not end on December 31 of each year. No other areas of vagueness, technical defects or special issues were identified.
