Memorandum


This legislation does not have any fiscal impact on the WVDE because the costs of vision exams will be assessed to the parents or guardians. The cost of vision exams without insurance coverage, is approximately $100 per exam. Parents or guardians with insurance are usually still responsible for a co-pay of $20-$40. This bill is vague regarding how mandatory vision exams will be enforced including how to handle situations where parents or guardians fail to provide proof of the exam. Additionally, the reporting requirement to primary care providers needs to be addressed further to clarifying who is responsible for providing a report of the vision exam to the child’s primary care provider.
