The purpose of this HB 3095 is to create a new program to facilitate the constructing, renovating and/or expanding of agricultural, vocational and technical training facilities at West Virginia primary and secondary schools. The proposed legislation would add a new section of code to the Department of Economic Development enabling legislation which would create a special revenue account known as the “School Building Authority Agricultural, Vocational and Technical Training Facilities Grant Fund” (“Grant Fund”). Applications and awards of grants from the Grant Fund would be administered by the Secretary of the Department of Economic Development or his or her designee, while administration and management of construction projects using grant funds would be borne by the School Building Authority. The Department of Economic Development is empowered to promulgate legislative rules to implement the program.

HB 3095 will have no fiscal impact on the West Virginia Economic Development Authority.
