Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. Assume no change in number of licenses and permits for FY2023. Annual revenue loss and does not include initial inspection fee loss "upon Full Implementation". License/Permit annual invoices are mailed in May. As such it is assumed 2024 would be the first year impacted.



Memorandum


Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form. The DOH has performed a preliminary review of the proposed bill and has found this may be contrary to providing effective control. DOH has also requested that the Federal Highway Administration (FHWA) Division office provide comments but have not received them at this time. DOH offered the following comments: DOH is uncertain what the intent is with respect to licensure and number of permits. Licenses are issued based on the number of permits held/desired. For an entity with up to 20 permits, a license fee of $125 is assessed. For an entity with 21 permits or more the license fee is $1,000. This needs to be clarified and DOH would recommend that a "no-fee" license issued to a nonprofit organization be limited to two (2) permits. The allowable size and location of the signs need to be clarified. The terms used in the bill need to be defined. There are two (2) types of permits that can be issued: static or changeable message/LED. It is unclear what is intended but it is recommended that the nonprofit organization "no-fee" permit be limited to static sign. From a cursory review of outdoor advertising license holders, there are currently six (6) license holders that appear to be nonprofit organizations. There are a total of thirteen (13) permits with nine (9) being static and four (4) being changeable message/LED which appear to be issued to nonprofit organizations.
